Hi Angela, 100% sure yes. I've tested it and it also says so in the online help as per the attached. Expiry Email Required is related to the notification for the holder of the CCP (if they have an email address) and Expiry Email is to the listed email addresses. You can use either one or both, one is not dependent on the other.

Francois, are you sure about that functionality. My understanding is if the "Expiry Email Required" is unticked then no notifications for that Compliance/Competency will be sent. If it is ticked then the holder will receive the notification. And if there is an email in the "Expiry Email" field then both that email and the holder of the compliance / competency will be notified.
Michelle, not sure if you would be able to achieve what you are after by using the Admin - Competency, Compliance and Procedure (CCP) Expiry Notification. I'm not 100% sure if you would still need to have the "Expiry Email Required" checkbox ticked. In which case the holder would receive notification also. I'm thinking that is probably the case.
What we have done here scheduled the Competencies/Compliances standard reports for expired and this sends to the relevant people on a weekly basis. You could set this to daily, if needed.
This does not address the requirement for the notfication to be sent to all holders except certain individuals.

If you untick the "Expiry Email Required", only the nominated email address will be notified instead of the person themselves.
