InControl - Make the "Actionee Comments:" cell mandatory in Action Editor after "Responsibility" has been assigned and saved.

After the Action Editor mandatory fields have been completed and saved (i.e. Followup Action:, Responsibility:, Due Date:) make the Actionee Comments cell mandatory. This will make sure the responsible person makes comment before completing the action.

InControl Event action evidence to be made mandatory

The evidence for actions within InControl events needs to be made mandatory. Personnel are closing out actions without any evidence attached. So when we are confirming actions are completed satisfactory there is no evidence and we are unable to ascertain controls have achieved the end result, without going into the field.
